You have got to love the community notes at the bottom of the video, fact-checking the heck out of this sort of disinformation.

As far as why Jean-Pierre thinks illegal migration is down so much; well it’s not because she isn’t a true believer. Just look at the context of the statement:
Of course no one wanted to pass that legislation because it would essentially give everyone who crossed illegally a path to citizenship, hugely expanding Obama’s Dreamers program, which the courts wouldn’t let Trump end, even though it was an executive order and not a law.
