A retired U.S. Army colonel and noted cybersecurity and information warfare expert testified at a hearing in Gettysburg Wednesday that ballot machines used in Pennsylvania and around the U.S. on Election Day were designed to be “manipulated.”
In testimony before a panel of state lawmakers, Phil Waldron, who said he spent three decades in the military as an infantry officer and in psychological operations, said his team has been researching the “specific issue” of electronic ballot fraud since August.
